Low-altitude economy flaps high wings (Economic Focus)

2023-05-24

Based on the advantages of the airspace, it gathers more than 100 drone companies; expands application scenarios and promotes the use of drones in fields such as emergency rescue, Great Wall protection, cultural and tourism experience; innovates management models, taking into account safe development and green development... In recent years, Yanqing District of Beijing has vigorously developed a low-altitude economy, and the output value of related industries in 2023 will reach 2.33 billion yuan.

The weather is getting colder, and at the foot of the Badaling Great Wall in Beijing, the low-altitude economic industrial park in Yanqing Park in Zhongguancun is still in full swing, and it is a busy scene.

Since it was approved as a civil unmanned aviation pilot zone in October 2020, Yanqing District of Beijing has vigorously developed a low-altitude economy and has gradually released its vitality. According to statistics, the output value of low-altitude economic related industries in Yanqing District will reach 2.33 billion yuan in 2023, and it is estimated that the total low-altitude economic output will reach 5 billion yuan in 2026.

Give full play to its advantages and gather more than 100 drone companies

When you walk into Beijing Yuandu Internet Technology Co., Ltd. located in Yanqing Park, Zhongguancun, you will see that several composite wing drones on the production line have taken shape.

"We have to deliver more than 50 drones in the past two months, so we are too busy." Wang Jinlin, manager of Yuandu Technology's production department, said, "When we first entered the park, the drones we developed were only 10 kilograms of 'little guy', and now we can produce 'big guys' weighing hundreds of kilograms of 'big guys'."

In 2018, Yuandu Technology settled in Yanqing and became the first drone company to settle in Yanqing Park, Zhongguancun. "What we saw at the beginning was the good airspace conditions of Badaling. After reaching Yanqing, we achieved mass production and started mass delivery of drones in a few months." Wang Jinlin introduced.

Outside the factory of Beijing Dagong Technology Co., Ltd., the pilot is testing a multi-rotor tethered drone. As the propeller rotates rapidly, the drone slowly takes off.

"In the past, every time we assembled a drone, we needed to go to the general airport to rent for a test flight. When we found problems, we had to return to the company. Once we returned, it would take several hours on the road alone." Zhang Jie, deputy general manager of Dagong Technology, said, "Now there are two open spaces in front and behind the factory. The drone can be tested when it leaves the factory, and some flight tests can even be carried out in the factory."

Thanks to convenient conditions, Dagong Technology has achieved rapid development. "Our products have been able to fly to an altitude of 600 meters. The number of orders in the first half of this year was twice that of the whole year last year, and the annual sales are expected to exceed 50 million yuan." Zhang Jie said.

"Yanqing has a truly 1,098 meters and 374 square kilometers of airspace centered on Badaling Airport, and has the resource advantage of developing a low-altitude economy." Wang Ying, director of the Science and Information Bureau of Yanqing District and executive deputy director of the Yanqing Park Management Committee of Zhongguancun, introduced, "We take the initiative to serve and sign a cooperation agreement with Badaling Airport on behalf of the park's drone enterprises, opening the airspace to the park enterprises for free."

At Beijing Qinghang Zijing Equipment Technology Co., Ltd., the cross-double-rotor drone under development is up to 7 tons, with a blade diameter of more than 10 meters and a height of more than 6 meters, which cannot be accommodated by ordinary factories. The park has specially built a factory building that is more than 10 meters high, with two gates being 8 meters wide each, making it very convenient for drones to enter and exit. "For our needs, the park management committee took the initiative to help coordinate, including coordinating airspace resources, providing financial support, handling talent settlement, etc.," said Li Lei, general manager of Qinghang Equipment.

At present, the park has gathered more than 100 drone companies, covering multiple fields such as R&D and design, communication links, and sensing equipment. Different enterprises achieve complementary industrial chains, and cooperation has gradually become the norm.

Expand scenarios and promote the opening of all-region application scenarios

"Here, here!" On the fifth floor of the south of Badaling Great Wall, tourist Ms. Wang picked up her mobile phone and scanned the code to place an order. Soon a small yellow drone flew over quickly with a cargo box and landed steadily. "I didn't expect that I could order food easily on the Great Wall, so I don't have to carry it in the future!" Ms. Wang said.

In order to maintain the original style of the Great Wall to the greatest extent, there are no commercial facilities in the fifth floor area of the south, and tourists need to walk for at least half an hour to buy drinking water and other supplies. In August this year, Beijing's first regular drone logistics and distribution route was put into operation on the Badaling Great Wall. Supply goods and emergency supplies from the foot of the mountain can be delivered to tourists within 5 minutes. After the operation every day, the drone transforms from a "porter" to a "sanitation worker" to assist the scenic spot operation and maintenance personnel to transport waste to designated locations, reducing the work pressure of operation and maintenance personnel.

Not only that, drones show their strengths in Yanqing's cultural relics protection, cultural and tourism experience and other scenarios.

In the command center of the Great Wall Management Office of Yanqing District, Wang Chunxuan, a staff member of the Great Wall Cultural Relics Protection Department, turned on the computer, activated the system, pressed the confirmation button, and the two drones set on the south and north fourth floors of the Badaling Great Wall immediately flew up and automatically patrolled the Great Wall according to the set route.

"The inspection scope covers all sections of the key areas of the Badaling Great Wall, including open sections and unopened sections of the Great Wall." Li Haiquan, head of the Great Wall Cultural Relics Protection Section, said, "We have planned 18 drone automatic patrol routes based on the distribution location of the heritage elements of the Badaling Great Wall, with a total length of more than 20 kilometers."

Aerial tour, high-altitude parachute flying, low-altitude study... Over Badaling Airport, low-altitude tourism has created new tricks to provide tourists with diversified and high-quality choices. This summer, Yanqing District relied on Badaling Airport to launch a low-altitude tourism consumption season for the first time, receiving more than 6,000 people in total, an increase of 260% year-on-year, setting a new high in reception volume in the past five years.

"Yanqing District is promoting the opening of all-area drone application scenarios, allowing them to play a more important role in emergency rescue, ecological monitoring, Great Wall protection, urban logistics, branch logistics, cultural and tourism experience, and at the same time promote industrial development and new technology application through open scenarios." Su Lihua, deputy mayor of Yanqing District and director of the Zhongguancun Yanqing Park Management Committee, said.

Optimize management to promote safe and orderly development of low-altitude economy

As the popularity of low-altitude economy increases, the sky in Yanqing is becoming increasingly "busy". How to promote the safe and orderly development of low-altitude economy?

Yanqing has formulated the "Drone Industry Application Demonstration Project Construction Plan" and established a "four one" management model, namely a drone special team, a drone application requirements list, a drone application operation platform, and a drone flight service management system.

As soon as the drone under test took off, the Zhongguancun Yanqing Park flight service management system received relevant information. The drone's flight latitude, altitude, speed and other data are clearly visible on the large screen. This flight service management system can provide free professional services such as flight airspace registration approval, real-time flight status supervision, and demand docking to park enterprises. It has served a total of 9,700 flights and 29,000 hours.

"The test flight company applies for the registration on the same day. After passing the review, it can be tested on the same day." Ding Yuzhong, head of the flight service management system, introduced, "When multiple drones are tested at the same time, if they fly too close or there are other risks, the platform will prompt it, and we will also inform the pilot as soon as possible."

In order to prevent the "black flight" of drones, Beijing Low-altitude Industry Technology Co., Ltd., in conjunction with China Mobile, China Unicom, Huawei, ZTE and other companies, carried out 5G-A synesthesia integrated network deployment and conducted drone detection and control technology testing. "This system can be combined with surveillance means such as photoelectric and radar to identify illegally intruded drones as soon as possible for timely disposal." Huang Zhongbo, deputy general manager of Beijing Low-altitude Industrial Technology Co., Ltd., introduced.

Not only should we develop safely, but we should also develop greenly. In April this year, Yanqing District issued the "Implementation Plan for the Construction of the Yanqing Park Green Power Demonstration Park in Zhongguancun Science and Technology Park", carrying out 24 key tasks in seven aspects, including green power supply, green power trading, and green building. "Since the first batch of green electricity companies entered the market in June, enterprises in the park with green electricity needs have achieved 100% green electricity entering the market by using electricity meter number alone or in groups. The annual green electricity usage of enterprises entering the market accounts for 65% of the total electricity consumption of the park." Zhang Wei, deputy director of the Yanqing District Science and Information Bureau and deputy director of the Zhongguancun Yanqing Park Management Committee, said.

"In the future, Yanqing District will further integrate policies and concentrate resources, highlight low-altitude safety, green aviation and other characteristics, and continue to advance in safety technology research, infrastructure construction, airspace management innovation, application scenario expansion, etc., and embark on a development path that emphasizes both low-altitude safety and low-altitude economy." Su Lihua said.
